Most people starting a packaged drinking water brand in India spend their first three months on the plant, the licence and the label. The cap comes up late, usually as a line item somebody needs a price for. Then it turns out the caps do not fit the bottles, or the minimum order is four times the first production run, or the printed artwork commits you to a decoration tier you cannot afford to change.
None of that is difficult to avoid. It is just sequenced badly. The closure has more dependencies than almost anything else in the pack: it depends on the bottle, the filling machine, the product, the regulatory file and your own volume forecast. Settle them in the right order and the cap becomes the easy part.
Here is the order.
1. Settle the bottle before you talk to a cap supplier
You cannot specify a closure until you know exactly what it has to seal on. That means the bottle, not the bottle category.
Get the neck finish drawing from your bottle or preform supplier. Not the nominal size, the drawing, with the tolerances on it. Two bottles both described as “28 mm” can have different thread profiles, different rim widths and different tolerance bands, and a closure that seals reliably on one will produce leakers on the other.
If you have a physical sample and no drawing, measure it properly with a vernier caliper before you talk to anyone: outer diameter of the neck across the threads, then the height down the neck where the skirt has to sit. The method for measuring a bottle neck and cap size correctly is worth doing yourself even if the supplier offers to, because it is the number every subsequent conversation depends on.
One thing that confuses first-time buyers: the two common notations mean different things. A plastic screw cap is ordered against a GPI neck finish code such as 28-410, where the first number is the diameter in millimetres and the second is a coded thread style, not a measurement. An aluminium roll-on pilfer-proof (ROPP) closure is described as diameter by height, such as 28/15, where both numbers are real millimetres. They look alike and they are not interchangeable references.
2. Choose the closure format, then the supplier
For retail packaged drinking water in India, the practical choice is between an aluminium ROPP closure and a moulded plastic screw cap with a break ring.
An aluminium ROPP closure arrives as a plain shell with a liner inside. The capping machine forms the thread and the tamper band onto your specific bottle neck during capping. Because the thread is created against that bottle rather than moulded to an average, the fit tends to be tight and repeatable, and the metal shell gives you a printable surface with a different shelf presence from moulded plastic. A plastic screw cap arrives pre-threaded and is usually cheaper per piece at volume.
Decide this before you shortlist suppliers, because the two are made by different kinds of factory and quoted on different bases.
3. Choose the liner deliberately
The liner is the soft disc inside the cap that actually forms the seal against the bottle rim. The shell holds the shape; the liner does the sealing and is the part in contact with your product.
Three questions settle it. Is the product still or carbonated? Is it filled hot or cold? Does the liner need to be free of PVC?
For still, cold-filled packaged drinking water almost any competent sealing liner will hold liquid. The reason to be deliberate anyway is the third question. PVC-based liner compounds are long established and cheap, and a large part of the beverage market has moved off them towards PVC-free materials such as thermoplastic elastomer, driven by scrutiny of what can migrate out of plasticiser systems and by export buyers who ask the question directly. If there is any prospect of exporting, of private-label work, or of a retailer questionnaire, specifying PVC-free at the start is cheaper than re-specifying mid-contract.
Ask your supplier to name the liner material, not to describe it as food grade. You will need the name for your packaging compliance file anyway.
4. Confirm the capping equipment matches
This trips up more first runs than any other item, because the cap supplier and the machine supplier are different companies and neither owns the interface.
If you are running ROPP closures, the capping head has to be a ROPP head, set for your diameter, with the roller set matched to your bottle’s thread profile. A head configured for a different closure family, or for a different neck, will produce stripped threads and cocked caps from the first bottle regardless of how good the caps are. Ask the machine supplier to confirm the head configuration in writing against your neck finish drawing, and ask the cap supplier whether their shell runs on standard roll-on application machinery at your size.
The other decision here is semi-automatic against automatic. A semi-automatic head, where an operator places each bottle, costs less, suits low or seasonal volume, and handles format changes easily. An automatic line pays back only when demand is both high and predictable. Most new Indian water brands start semi-automatic and step up when the machine is genuinely the bottleneck rather than when the forecast says it will be.
5. Understand how quantity and decoration price the order
Closures are quoted on specification plus volume plus the metal rate on the day, not as a catalogue price. That is not evasiveness. The shell is aluminium, so the cost moves with the metal market, and the setup cost changes with what you want printed on it.
The pattern to plan around is that minimum order quantities step up sharply with decoration. On one published Indian schedule for aluminium ROPP closures, the minimum runs 50,000 caps for plain silver, 200,000 for plain colours and 300,000 for litho printing, on a lead time of four to six weeks. The shape of that is more useful to a founder than the exact figures: your cheapest, smallest, fastest first order is an undecorated cap, and every step towards printed branding multiplies both the setup cost and the quantity you are committing to.
The practical advice is unglamorous. Launch on plain or single-colour caps, prove the distribution, then move to printed decoration when your run rate can absorb the minimum without leaving six months of stock in a corner. And when you do compare quotes, compare them properly, because the drivers behind ROPP cap pricing in India include metal rate, size, decoration tier, liner, ring variant, volume and freight, and a per-piece number quoted without your specification attached is not a number.
Freight matters more than people expect. Caps are light and bulky, so a supplier closer to your plant frequently lands cheaper than a distant or imported one quoting a better ex-works price.
6. Check what arrives
Approve samples on your own bottles, on your own machine, before the full run ships. Not a visual check of the caps, an actual capping trial. This is the single highest-value thing on this list and the one most often skipped under launch pressure.
On receipt of production quantities, run a short incoming check per lot and write it down:
- Dimensional check on a sample: diameter, height, roundness. Out-of-round shells produce defects that no machine setting can tune out.
- Liner seating: present, centred, undamaged, consistent across the sample.
- Surface condition: scuffing, contamination, coating defects.
- A capping trial on a small number of bottles, with removal torque measured and recorded.
- A leak test, and a warm-storage hold of a few filled bottles rather than only a fresh-fill check.
- Retained samples per lot, labelled with the batch and date.
One diagnostic worth internalising: if a defect appears on nearly every bottle from the start of a run, suspect the caps; if it appears intermittently or drifts through a shift, suspect the machine or the bottle handling. Sorting that out before you start adjusting roller pressure saves a lot of wasted stock.
7. Collect the paperwork at the same time as the caps
Packaged drinking water is a regulated category in India and the closure sits inside your packaging compliance file. Ask for it at the point of order, while the supplier still wants the business, rather than at the point of audit.
You want a written specification, a food-contact declaration naming the liner material, and conformity test evidence for the closure against the Food Safety and Standards (Packaging) Regulations, 2018. Keep a record of any supplier change, because changing packaging supplier triggers fresh testing under the FSSAI testing scheme for packaged drinking water. Confirm the current requirements with FSSAI directly, as the framework in this area has changed materially in the last two years.
The short version
Bottle drawing first. Format second. Liner third. Machine fourth. Then quantity and decoration, then a capping trial on your own line, then the file. Work in that order and the cap costs you a few weeks of attention. Work in any other order and it costs you a production run.
